As far as I can tell, it was produced by a combination of the incoming tide, at a slight angle, as can be from the more mild-mannered waves in the foreground, and waves crashing against a solitary rock just off the margin on the left. These waves were thrown back to the right, where they met with the other waves at an angle. The wind blew the crest of the combined waves up in the air and all this motion created the funnel. No doubt there is a scientific explanation, but, at any rate, it was spectacular to watch and made for nice snaps.
